Evacuations are under way in the U.S. heartland where flood-strained dams have burst and in eastern Indian and Bangladesh, where monstrous Cyclone Amphan is crashing ashore. These disaster zones are half a world apart but the responses are complicated by a common medical threat -- COVID-19.
